Show Ballot / Vote Response Summary

For election managers, it would be useful to see a summary of voter turnout. For example, when users click 'Bulletin Board of Cast Votes', it'd be nice to see something like:
Elections Turnout Summary:
Ballots received from 29 of 90 registered voters. This is a 32% turnout.
