Allow deletion of ballots

There are various circumstances under which election administrators or voters may want to delete a ballot. E.g. it may be determined that an individual cast multiple ballots using different identities (email addresses), or a voter may have cast a provisional ballot which is later determined to not meet the relevant criteria.
Please provide an interface to allow trustees and/or other administrators of the election to delete a ballot.
Also consider an interface to allow a voter to delete their own ballot, which might be an optional feature of an election.
Of course there are many potential issues this ability may raise (e.g. how to try to notify the voter and how to log and announce the deletion), and it emphasizes the need for various kinds of external audits.

My original motivation for this was wanting to change which identity I used for my ballot, by deleting my "gmail id" vote and voting with my twitter account (and getting a free tweet out of it :)

yep, this is already in the git repository actually, and will be deployed to production probably next week.
when the admin removes a voter, the voter will get a notification and there is a log in the election log (which hasn't been surfaced in the UI yet, but will be soon.) It is problematic, but the point is that voters can and should notice when that happens, and can complain if it does.
