duplicate voter ID in csv file

When uploading a 2 voters csv file via the interface I accidentally used the same voter ID.
The upload went fine and Helios showed both voters. But after confirming with the "Yes let's go" button there was only one voter left: the last one of the file.
I suggest to add a warning to the upload interface as the the first column of the csv file - the voter ID - should be unique. Also not populating the voters list will force the administrator to review his csv file.
At the moment this could lead to problems, not for the server but the election itself as there can be lost voters.
