Tally did not work

After I created a test vote and had the two users submit according to directions there has been no tally available.
I created another test and this one did work. It then moved me immediately to another screen with the following:

UnicodeEncodeError: 'latin-1' codec can't encode character u'\u2019' in position 2527: ordinal not in range(256)

this looks like an encoding issue again. closing this issue and looking at other character encoding ones.
